Following today's (19 March) with Europe Ministers, the EU's Chief Brexit Negotiator Michel Barnier said the UK needs to make choices. Should Prime Minister May request an extension, Barnier said that the 27 EU leaders will consider the reason for and usefulness of an extension, пише Кетрин Феоре.

Ministers said that leaders will need a concrete plan. The three questions that need to be answered are:

Does an extension increase the chances for ratification on the Withdrawal Agreement?

Will the UK request more time because it wants to rework the political declaration? With the possibility that it becomes more ambitious - if there is a majority in the House of Commons.

How can the EU be sure that if there is an extension the EU27 does not find itself in the same position as it is today.

On EU preparations for a potential ‘no deal ’ scenario, Barnier said that the necessary contingency legislative measures that the EU needs in the case of a disorderly Brexit were almost all in place. The only outstanding matters concern visas and the budget.

Following the meeting, Irish Foreign Minister and Deputy Prime Minister Simon Coveney said that there was little appetite to 'kick the can down the road' when it comes to extending Article 50 without a real reason.

Today’s Council  in EU27 format, prepared the ground for the meeting of heads of government taking place on 21 March. Ministers exchanged views on the state of play and reconfirmed their commitment to the Withdrawal Agreement as the best possible way to ensure an orderly Brexit. In the light of the uncertainty in the UK, they also stressed the need to be prepared for all possible outcomes.

George Ciamba, Romanian Minister Delegate for European Affairs said:

“Time is running out. Citizens and businesses need answers about what to expect. The EU has done everything possible to reach an agreement. If there is a solution to the current impasse it can only be found in London. As Presidency, we have invested considerable efforts in ensuring that the EU would be ready for all eventualities, including a "no-deal" scenario.”

Last week, President Donald Tusk appealed to EU-27 leaders to allow a long extension if necessary.

Tusk met with Irish Taoiseach (Prime Minister) Leo Varadkar in Dublin today.
